Here are the tips.
1. Look for the building which originally constructed for housing and accommodation. For instance, apartment & landed housing are the best options for you. However, it’s not easy to get few units to keep number of workers stay at the same place. Then , many owners are not willing to make their property as workers hostel. But, this is the best cost saving way to setup your hostel. Moreover , try not to get shop house, shop office, SOHO or cabin to setup hostel because you need to get approval from local authority branch to convert the utility of the building before you apply approval from JTKSM.
2. Look for a professional contractor. If you must renovate your hostel or convert the utility of the building , you must appoint a contractor who know the way to get approval from local authority branch. To get the approval, contractor must work together with architect to submit new floor plan before the renovation work start. Beside that, you must inform architect about the room seize and number of toilets under the requirements of act 446,section 24D. Then, architect will work out a floor plan which fit your needs and comply local authority branch requirements.
3. Setup your facilities accordingly. Once your hostel is renovated, you need to prepare the facilities according to the requirements of act 446,section 24D. For basic requirements, mattress with pillow & blanket and locked cabinet are non-sharable facilities ,while first aid kit, dustbin, fan & lamp, cooking stove, dining table, etc. are sharable facilities. However, TV , refrigerator and fire extinguisher are not compulsory facilities. But, we are strongly suggest that fire extinguisher and refrigerator should be ready if your workers cook.
Once everything is ready, you can apply approval from JTKSM by online at (http://akta446.mohr.gov.my/) and make payment based on the number of workers who stayed in the building.
